Ontario iGaming: how the regulated market works
A site is inside Ontario's regulated market only when both pieces are in place: registration with the Alcohol and Gaming Commission of Ontario (AGCO) and an operating agreement with iGaming Ontario (iGO), which publishes a directory of its operators' sites. Everything else serving Canadians, including the operators our reviews cover, is offshore from Ontario's point of view.

The direct answer
Ontario is the one Canadian province with an open, regulated online casino market. Two bodies share the job: the Alcohol and Gaming Commission of Ontario (AGCO) registers operators and holds them to its standards, and iGaming Ontario (iGO) signs the operating agreement that lets a registered operator take real-money play in the province. A site is inside the framework only when both pieces are in place, and iGO publishes a directory of the sites its contracted operators offer. In the regulator's own words: “To operate an internet gaming (igaming) site, you must take steps with iGaming Ontario (iGO) and the AGCO.” Everything else serving Canadians operates offshore from Ontario's point of view, and that includes the operators our own reviews cover; we say so plainly.

Who does what
Each body answers a different question, so the split is worth keeping straight.
| Body | What it does | What that means for you |
|---|---|---|
| AGCO | Registers operators and gaming suppliers; sets and enforces the standards | The rulebook, and the door to knock on when a complaint stalls |
| iGaming Ontario (iGO) | Contracts registered operators; conducts and manages the market | The public directory of regulated sites — the status check that counts |
| The operator | Runs the casino under both sets of obligations | The brand you see; its name alone tells you nothing about status |
What "regulated" buys a player
Not better odds — protection. Framework operators are held to the registrar's standards on game integrity, marketing conduct and the handling of player funds, and a complaint that stalls with the operator has a regulator behind it. They must also provide responsible-gambling tools — deposit limits, session reminders, self-exclusion — worth setting before a bad night decides for you. What regulation does not touch is the games' mathematics: a slot pays the same inside or outside the framework, which is why our guides to return to player and house edge matter wherever you play.
iGaming Ontario casinos: how to find the registered list
Skip the site's own claims and go to the source: iGaming Ontario keeps a public, player-facing list of the sites its contracted operators offer. On the list means AGCO registration plus an iGO agreement — by definition. Not on it means outside Ontario's regulated market, whatever the homepage implies. We deliberately name no brands on either side of that line: the directory changes as operators join and leave, and any snapshot we printed would age badly. Check the official list when it matters.
The rest of Canada, and what offshore means
Outside Ontario there is no open licensing regime for private operators: provincial lottery corporations run their own online platforms, and that is the domestic offer — details vary by province, and we make no province-by-province legal claims. Every other site serving Canadians does so under an offshore licence: regulator elsewhere, standards elsewhere, disputes resolved elsewhere. Offshore is not a synonym for scam, but it is a different deal — know which arrangement you are in before you deposit.

Frequently asked questions
- Is online casino play legal in Ontario?
- Yes, within the regulated market — operators registered with the AGCO and under agreement with iGaming Ontario. Sites outside that framework operate offshore from the province's point of view.
- How do I check whether a site is regulated in Ontario?
- Look it up in iGaming Ontario's public directory of regulated sites. Presence means AGCO registration plus an iGO agreement; a badge in a site's footer proves nothing either way.
- What about the rest of Canada?
- Other provinces offer online play only through their lottery-corporation platforms; none runs an open market like Ontario's. Everything else serving them operates offshore.
- Does a regulated site pay out more?
- No. Regulation changes protection — standards, complaint routes, responsible-gambling tools — not the odds. The games' mathematics is the same either way.
- If I live in Ontario, should I use this site’s offshore partners?
- Ontario has a regulated iGaming market. Offshore brands on our Canada pages are a different product class. Read AGCO/iGO materials for local options; do not treat our Interac comparison as an Ontario licence directory.
